PacMISC
The goal of PacMISC is to facilitate the successful implementation of the National Malaria Plans in the Solomon Islands and Vanuatu in collaboration with in-country and development partners.
The objectives of PacMISC are to provide flexible, highly-focussed, demand-driven, locally-appropriate and cost-effective program management, training and technical assistance to partner governments in order to achieve the overall goal and objectives of country NMPs whilst at the same time contributing to health systems strengthening and human resource development:
a) Provision of effective and efficient program management support - to ensure that a complex and challenging elimination and control program is successfully and appropriately implemented. PacMISC will provide support in a manner that consistently contributes to health system strengthening and human resource capacity development in-country and which support the implementation of health sector-wide approaches. Specific activities are likely to include management of funds associated with malaria program activities; the procurement of quality goods and services; logistics and supplies management support, including cold chain distribution systems
b) Provision of a robust high-quality monitoring and evaluation system – PacMISC will coordinate the design, development and implementation of an innovative program monitoring and evaluation database system capable of integrating demographic, parasitological, entomological and GPS/GIS mapping data and will develop capacity at country level in the use and application of this system to support NMP implementation. This system will initially be developed to support operations in the elimination target provinces identified by in-country partners following which the feasibility of integration with broader malaria and health information systems (MIS, HIS) will be investigated; In addition, PacMISC will develop a Performance Framework as an integral part of the PacMISC Annual Workplan
c) Delivery of effective teaching and training to meet identified needs - at mult 2000 iple levels and across multiple disciplines provided in-country, in Australia and elsewhere in the region as appropriate to consolidate human resource capacity within respective ministries of health; partner non-governmental, community and faith-based organizations
d) To undertake highly-focused technical assistance and operational research - on a demand-driven and highly flexible basis utilizing the skills and capacity of PacMISC consortium members, in-country and development partners and institutions within Australia and internationally as needed. PacMISC will ensure that wherever possible, these technical inputs will be provided in a manner that contributes to health system strengthening and human resource capacity development in-country, for example, providing WHO-accredited training for community microscopists prior to their active participation in the design and conduct of baseline malaria surveys in the elimination provinces in both countries.
